As of today the CI is used only for automated testing (no wheel building, no pypi upload)

Travis CI to GitHub Actions (since Travis is EOL fast for open source),
makes little sense to keep Appveyor since GHA works with windows too (?), and i understand very little about Windows and Appveryor,
including a proper Python version matrix would be nice (Python 2.7 plus a sensible range of Python 3 versions). This does not exist today.
