Detect same error already seen and dont dump dup log

Often a PR keeps getting the same error for each push.
It would be more useful, and better performing, to note the error occurred again.

Even better would be the same detection across multiple PRs which suggests a build breakage has happened. When that logic is stable, the bot could create issues about build breakagees seen on PRs
