Countries that share the same prefix ex: Italy - Vatican #684

We have an Issue with Italy and Vatican prefix they both have same prefix +39 and +379 Vatican, when ever i save as Vatican, it displays default as Italy
Same Issue with Guadaloupe, St Barthelemy, St Martin have same prefix +590, it doesnt matter which one we save it takes the first one as default, how can we fix those issues
