Hierarchy/Order Finalization only included in SQL dump, not csv on OTO nor on Github

This is probably a feature enhancement.

I tried finalizing Hierarchy and Order for Demo set. Finalization reported success, but no files were output to Github. The download page in OTO did not include the output files for these tasks either. But the sql dump has finalized hierarchy and order info.

Also the terms in the final output need to have UUIDs.
