如何提交在8080建立的任务到配置的8081集群？

我现在启动了web工程，页面也能看到，我想配置一个源，一个目标，让它去抽数。然后抽数过程想交给外部配置的flink集群去跑，我配置了8081端口，但是我发现在flink中没有任何任务在跑。
