If appointed, show appointed date (see: #83)

Else, show elected date (must be configured via code + added in data)

Hi @ElijahAhianyo, just a heads up: for a separate issue (#83), @hicks2evan submitted a fix for the appointed conditional logic. Feel free to check it out if you'd like inspiration for the election conditional.
