This is a subset of #2136 but it could be argued that this character in particular deserves a separate issue.

This character has been identified and known about since early proposals for the original Symbols for Legacy Computing block back in 2018 like L2/L2018/18275r and has been stably unified with the existing emoji character for multiple past/present Unicode releases now, along with the various clock face characters which the font already supports as of 2824f4c .

By the way, adding this character will complete the Atari ST character set support for pre-16.0 Unicode.
