Describe the task
Build terms and conditions component with "I agree" button

Acceptance Criteria

make the content scrollable
tested and works -manual testing until the component is sufficiently mature to write automated tests
page background is dark
scroll bars enabled
buttons always displayed
T&C acceptance only once - not specific for each app
Acceptance is persisted in a FAM database table (see issue #)

Additional context

content can be lorem ipsum for now.
action on Cancel: tbd
only for BCeID delegated admins
