Forest client reports a BCSC login issue for a user from Alberta

Check the FAM Auth log and API log for this morning, didn't find the BCSC login for that user, even no logs for grabbing token from the bc service card server. Connected with Wesley to ask about the bc service card type and any possible restrictions.

From Wesley:
As of now, the BCSC config is set to be just BCSC card holders (whihc all live in BC) - we do have a non-BCSC option for all canadians (which is how they got that account), it's setup correctly based off the paperwork but it's a "business" decision if they want to open it up to outside BC people. The current PIA/our PIA checklist, they said "only allow in card holders".

Wesley sent us the email about the next steps if Forest Client wants people outside BC to login.
