Describe the task
BCGW extract api failed because of a wrong date in one of the cut block, need to add validation. See error details in #629

Acceptance Criteria

Add appropriate validation on the spatial submission for the date (valid date, length etc.? )
Verify business logic around PlannedDevelopmentDate
Define validation message
