Describe the task
Adjust the styling for the confirmation popup before publishing and finalizing a FOM

-Desired styling (no color changes):

Acceptance Criteria

"Do you want to proceed" needs to be on a separate line, and in bold, the confirmation popup text is in theadmin/src/app/foms/fom-detail/fom-detail.component.ts file
Update the button style, the dialog template is in the admin/src/core/components/dialog/dialog.component.ts file
Check to make sure the button change in the confirmation popup doesn't impact other non-pop-up buttons

Additional context

All FOM pop-ups are in scope -public/admin
List all pop-ups affected/non affected
