A brief error message flashing shows and disappears after initial "End of Operations" year is picked.

Describe the Bug
In "Admin" when initially (blank) picking a date on the field "End of Operations" to have a date set, there is a very brief flashing on the error message location and it disappears very quickly.

Expected Behaviour
No flashing on error message when (initially) the End of Operations - year is picked.

** Steps To Reproduce**
Steps to reproduce the behaviour:

1. Go to FOM "Admin" frontend.
2. Click "Add new FOM".
3. Pick a year from the "End of Operations" field.
4. A brief flashing can be seen after picking.
