Palpatine tried to use his ability on -1 agility (lambda with 2 tractor tokens)

I know exactly where this needs to be fixed, but it may be a bit yet.

Add handling for more tractor tokens than ship's agility

Issue #160 ("P undefined for n=-1") was caused by not clamping the
minimum reportable agility value at 0.  This now works correctly.
