I think there's a flag we can pass to the move action used by the first Tractor Beam to prevent it from moving off the board, but if not I can just prune any options that go off-board before presenting the possible Tractor Beam positions.
This was triggered by ketsu's ability in particular. Haven't really tested other tractor sources. An opt-out option from tractor beams at minimum would give me enough room to self police while a more thorough fix was found
