Users who are bot admins get access to !timeoutword
Bot admins consist of channel mods, plus zippy steelrain and bran. Don't care how it's implemented, static list is fine.
Usage is "!timeoutword word"
When triggered, words on the timeout list cannot be a target for !s for 15 minutes.
If !timeoutword is triggered for a word already on timeout, the timeout is reset to 15 minutes.
