Address Node download timeout if necessary

For the October, 2023 deploy, I needed to make a local edit to the azavea.nodejs role to add a timeout=30 parameter in order to get the download to succeed. I was having other issues with the deploy that day, so it is possible that this was simply a one-time issue, but if it persists we may need to update the nodejs role or fold it into the repository in order to boost the timeout. I didn't have the issue locally, only from within AMI builder instances.
