AWS CDK fails to deploy to regions such as Cape Town(af-south-1) and Sanpro(sa-east-1) #29250

I am working in Japan. When I cdk deploy to the regions of Cape Town, Africa(af-south-1) or Sao Paulo, South America(sa-east-1), I get an error "Failed to publish asset ..." and it fails.
How can I cdk deploy successfully? I would like to know if there are any valid options, etc.

It seems that a Socket connection timeout occurs and fails in listObjectsV2 and getBucketLocation for the bucket created by cdk bootstrap, but no failures occur when executing the AWS CLI command s3api.
It seems that the Socket connection timeout occurs during the internal operation of the CDK Toolkit.
