Create a reference architecture that uses IoT registry events

There is an existing reference architecture that uses CloudWatch Events to integrate a partner system with a customer system. Now that IoT registry events are available this same thing can be achieved without CloudWatch Events. That potentially simplifies the configuration and management.

A new reference architecture should be created that uses this method that provides the same functionality as the CloudWatch Events architecture.
