[Enhancement] Rulegen for non-cloudformation format

Would like to more easily create rules for non-cloudformation formats. Currently receive

Template lacks a Resources section

Ability to run rulegen on terraform plan, k8s, etc.

Thanks for the report. @0xjjoyy rulegen needs inherent knowledge about structure like CFN template or TF plan or K8s to generate rules that work well for these specific formats. We will be making these as explicit options to rulegen.
