Error bootstrapping when trying to create a new app

I am attempting to follow the tutorial at https://aws.amazon.com/blogs/mobile/amplify-gen2-ga/ and once I try to create a new app in Amplify I get the following error:

This is not the first time I have seen this error. I was able to previous create apps in Amplify a few weeks ago, but over the past few days I keep getting this error. This is why I chose to do the above tutorial to see if I was doing something wrong, but I still get the same error.

I don't know where to look for what could be causing the issue

Hey @truburn, do you observe any errors in the CDKToolkit stack in the CloudFormation stack events?

@truburn 👋 , checking in to see if you are unblocked on this issue? Were you able to review the events for the CDKToolkit stack in the CloudFormation console?

Sorry for the delayed response. The CDKToolkit is in ROLLBACK_COMPLETE status. And no matter how many times I did that in my primary account, it would result in the same error. So what I did was to create an organization for the particular app and deploy in amplify under that organization and had no issues. It did require some extra steps to be able to use a custom domain I had registered in my primary account. But I am no longer blocked at this point. I just wish I knew why it happened.
