[API] is_fidelity with default and default_confidence, what does it mean? #89

Right now people can specify a parameter to be a fidelity but also provide a prior for it. However right now I'm pretty sure the prior information is completely ignored. This raises the question, should we disable this and raise an error until we have a proper use case as users may take this interaction to mean something if it's allowed.

A fun example is a categorical with is_fidelty and default_confidence="low"...what should Hyperband do?
