Exported audio is only positive

Bug description

when trying to export any audio, if I reimport the audio into audacity or into another program, the waveform is incorrect and is mostly on the positive side of the axis. I tried a plain sine wave that alternates between .8 and -.8. If I export and reimport, I get a waveform thats mostly positive with an extra squiggle where the wave should be negative.

This happens no matter what type of audio file I create.

Steps to reproduce

1. Generate sine wave
2. Export audio
3. Re-import audio

Expected behavior

Waveform should look the same after exporting as before.
