Waveform display bug when stretching audio after applying Time Track

Steps to reproduce

1. Launch Audacity
2. Generate a 10 second tone
   2a. (Optional: Apply a short fade out at the end)
3. Add a Time Track
4. Select the audio track
5. Mix and Render the audio track
6. Delete the Time Track
7. Hold down the Alt key and click + drag to stretch the audio track

Expected behavior

The track to show the full waveform as it is stretched.

The steps regarding the Time Track are required to reproduce this issue.
