This is a bug in pip 19.0. See pypa/pip#6158

This currently breaks our Docker, so I'm pinning pip to 18.1 in #559

This fails when one uses --no-cache-dir.

This issue is here to remind us to upgrade to the latest pip after the bug has been fixed.
