Create MOOSE & Moltres developer environment on Theta #214

The new Theta machine has no instance of the MOOSE (framework), Moltres (app), or submodules (e.g. Squirrel) necessary to run Moltres simulations. These will need to be created in the group (/projects/arfc-moltres) shared directory. This may include creation of files like a .moose_profile file in the group directory that will allow users to more easily access and use the moose compilers.

How can this issue be closed?

This issue can be closed by following the instructions at the moose framework site and customizing those instructions for the compilers and modules (e.g. python) on Theta details here so that the moose compilers are built and all repos are updated in the arfc-moltres shared space for use by all arfc-moltres members logging into Theta.

We have a shared instance of MOOSE/Moltres/Squirrel available in /eagle/projects/arfc-msr-ahtr/projects/ on Theta along with a Theta-specific moose-env file which users can source before using/updating Moltres. So we can close this issue unless you have additional related concerns.
