Improve Tag Management

The tag functionality is extremely basic. Pretty much can't do anything with it, except add them, when creating a new document.

The /tags page should be able to do more than just list existing attached tags.
The following features are missing on the /tags page.

• Bulk operations: Delete, Move, etc.
• Search tags by tag name.
• Hierarchical structure: Tag paths, sub-tags, etc.
• Tag Modes: Inactive, etc.
• Tag Colours: A couple of preset default colours + custom hex code possibility.

Hey, I agree, you can search though if you click on tags, especially because we are preferring the inline tag format
