Cannot Create SOLR Core with SOLR 9.1

Good morning,
Our team has been working to remove all Log4J binaries and out-of-date software from our systems; a neverending task I know.
While trying to upgrade to Solr 9.1, I ran into an issue creating the Solr Core. When trying to create the core I get the following response; ERROR: Error CREATEing SolrCore 'archivesspace': Unable to create core [archivesspace] Caused by: solr.ICUCollationField

Some notes on our desired environment. Archivesspace v3.3.1 , Solr 9.1, OpenJDK 11
