The server.xml used in the default template includes:

   <webApplication location="starter-app.war" contextRoot="/"/>

The liberty-maven-plugin has the ability to generate a configDropins configuration, though we aren't using this today (since it's not a trivial change).

Not 100% sure but this may be dependent on a fix to OpenLiberty/ci.maven#718
