APLpy depends on pyregion, but pyregion is going to retire #495

PyRegion has a roadmap to retire since 2022: astropy/pyregion#153 and is no working building with the latest Cython 3.0 (see Debian#1056844).

As stated in the pyregion issue, APLpy should migrate to astropy/regions.
