Operation annotations in operations property vs on root class

In both the documentation and in the Demo app (e.g. Book and Review), Operations are defined either in the APIResource's operations property or directly on the entity class.

Example:

#[ApiResource(
    operations: [
        new Get(),
        new GetCollection()
    ]
)]
class Foo
{
    // ...
}

#[ApiResource]
#[Get]
#[GetCollection]
class Bar
{
    // ...
}

Can these be used interchangeably or are there any differences in semantics? What happens exactly if both are defined for the same entity but with different properties?
