Proposal: Add json file with comments for tables and columns #3

Hey,

in addition to #2 - would it make sense to also have the possibilty to add comments for tables and columns in a separate json file?
So instead of adding the comments directly to the tables, we can maintain only one file with the comments.

Maybe they should overwrite existing comments from the database?
