Add a sink to write to PLCs via PLC4X

Currently, only reading PLC data via PLC4X is supported. However, users should also have the capability to write results from a Pipeline into a PLC.

Open Points

• Clarify whether the sink should support writing one or multiple values in the PLC.
• Determine how to handle the various PLC types supported by PLC4X:
  • PR feat(#2632): Auto-generate PLC4X adapters #2637 introduces auto-generation for adapters for different PLC types.
  • Decide whether one sink can cover all PLC types or if separate sinks are necessary.
• Identify required user configurations for such a sink.
