Actually deploy a cluster and run (basic) functional checks as part of CI #364

As an aspirational goal, it would be great to have CI do an actual cluster deployment, run sanity checks (create a table, insert a few entries, compact, offline / online etc.) on that cluster, run Fluo webindex sample, and then terminate the cluster as well. More CI checks could be added, thereby lessening the chance of regressions creeping into Muchos. Obviously, apart from technical implementation, this will depend on securing funding to actually get a cloud provider subscription to deploy the cluster into.
