Думаю, можно в сторону ant.design#Popover глянуть
Надо пройтись по всей системе, и где есть ссылки на пользователя - должна быть возможность увидеть краткую инфу через поповер
- Возможно, будет иметь смысл вынести как фичи
  - Например features/user-preview
  - Будет содержать ссылку на пользователя + обертку с поповером-превьюшкой
  - Будет содержать запрос по пользователю в зависимости от пропса (username / или другой удобный PK)
