Help chat with course reps

The live chat, while it works, needs more work to make it really usable. It needs to allow chatting with course reps, which currently aren't done properly, and possibly academic presidents and faculty officers.

Additions to the chat view would be useful as well, such as the ability to link to a new chat, or link to a help article.
