Titles throughout the site should be reviewed to make sure they are:

The same size for their importance
The same size for their location on the page
Offset from the navigation bar by the same amount
Actually included on all appropriate pages (including admin pages)

Maybe you could define what the 'heading truth' is and put it in a styles.md?
