Merging L4D2_ChangeLevel to avoid cataclysmic consequences on Scavenge #2008

The entire game mode just ceases functioning when using sm_map and sm_rcon changelevel.

This should be merged on every form of level changing like sm_map or ForceChangeLevel

Basically all gas cans are gone and instead of 21 max gas cans it becomes 16.

Also the game rules props throw 0 on every setting that is related to scavenge.
