Improve the localization settings of the application for better data display and handling

During the installation process and also in the general settings the admins must be able to configure generic localization settings that will help with the display of data in the app.

The following global settings need to be part of the application:

• locale
• timezone
• date format (override)
• time format (override)
• first weekday (override)

By default the locale holds all the information that is required for proper info rendering

Some times though, users might want to tweak the defaults and thus the settings should allow that
