Moving decimal place to 15+ to preserve market efficiency

Bittrex ended up delisting a handful of pairings this week. They all have low satoshi values (1-10). I imagine the markets became inefficient due to the giant spread. If current price trends continue, aeon will be in the same territory in the next couple years. Given that aeon depends entirely on BTC market pairs, we should consider setting CRYPTONOTE_DISPLAY_DECIMAL_POINT at >=15 in order to preserve the liquidity. Depending on future price movements this could be reversed or increased up to a limit.
