这个属于统计用的12位代码，不是我们通常意义上的6位邮政编码或者身份证上的行政区划代码。

简单来说这三个代码是不同部门（统计局、邮政局、民政部）编码的。

因为要统计到乡村级别，6位数字不够用，所以统计局的这个长些。
