Release Status not "editable" by potential Release Champions/managers

Only certain people have write access to Release status issues, eg:#131

Release champions will need write access?

A note that release champions (or in training) can edit release status if they are the one to initially create it, which it should be.

Other members of release team can add comments to the issue which can then be taken and used to update the description of the issue by the person who created it (or any one of the PMC who are the set of people with write access to this repository) at their discretion.
