Hello, Team, this might can wait until we have the new website up and running, but this one is easier to implement

Add "Submit news" link.

The current process is:

• As a user, you have to either use the "submit event" and click on the news button, or
• send an email to EF news team
  if you are new to the community and not familiar with this process it could be confusing or missleading.

The expected behaviour should be:

• add "Submit news" link at the end of the news feed (same as we have with event timeline)

• the link should redirect to "https://newsroom.eclipse.org/node/add/news"
