Lowbeam has SPOT_UP to simulate the anti-glare functions of dipped headlights so on-coming-drivers are not blinded by cars coming towards them.
However Highbeam's job is to just light up the road ahead assuming there are no on-coming-drivers.

SPOT_UP seems to be shared between low beam and high beam and they don't seem to be able to be changed independently.

All the ferrari road cars have this problem, it's most obvious on the 812 superfast; even with high beam the superfast is practically undrivable at night because the anti-glare slant is applied to the high beam as well.
250 GTO - No anti-glare no problems.
458 Italia & Stage3; 488 GTB; 812; F40 & Stage3; 288 GTO - Linked anti-glare on high beam & dipped lights
Just to make sure it isn't just a ferrari problem, BMW M3 E30; same problem; i suspect it's every road car.

Please remove the anti-glare slant from highbeam so the main beams light up the whole road ahead.
