Changing registration requirements renders previously working system inoperable #17400

What seems to be happening is that on updates, added registration fields are invalidating the registration, and then the 14 day time period is being applied immediately, based on the original date. If a re-registration is required, the 14 day timer should be reset, to prevent upgraded systems from becoming inoperable.

When I do the update from 6.4.0 to 6.5.0, the system goes into a state where is says it sends a verification code to my email. I do not receive this code. The system blocks all users from logging in, saying that it is "Going through registration." I have to revert to 6.4.0.
