Vhost Blacklist + Vhost Auto Approve Command for Hostserv #7

Xtheme should have blacklist command in hostserv /hs blacklist add services (example) which can prevent user for apply that kind of vhost
With the blacklist command, adding vhost should work as automatic without oper need to approve because in big network user seldom apply and change their vhost

This new command will save time for oper to approve new vhost
