Packet loss with more than 14 queues

I am experiencing considerable packet loss (around 50%) in DPDK when I use 15 or more queues for QDMA regardless of throughput. For the same throughput, when I use 14, every DPDK thread gets all the packets but when I switch to 15 queues and more, every queue loses almost half of the packets it is supposed to get.
