期待soar能支持基于成本的优化建议及workload全局慢SQL优化建议 #275

看到soar实现启发式规则建议和基于索引优化算法给出的索引优化建议，确实很强大，更多的是期望支持基于成本的优化建议；
再延伸下还有支持基于Workload全局慢SQL优化。
