Persistent cache of content book

The ContentModel should have a persistent cache of the content book, and just update it in the background when needed. We need to make sure that all consumers of content items are prepared to handle updates at any time.

Going forward, we could try to keep the model up to date by parsing chat messages. At the very least, a new chat message could trigger a rescan.
