Automatically detect failed serial connection

When connecting over the serial to a port that does not run wyliodrin-server, the connecting hangs up until the user clicks Disconnect. An automatic timeout should be implemented.

In SerialChromeDevice.js the serial connection should issue disconnect after a timeout. The interval should be in settings.js.
