Addon that helps users install and load/auto-load addon packages.

Should include pulling a list of all available addons from a default source and user-configurable other sources. GUI could feature a list of available addons along with buttons that can tie into the built-in /install and /load commands, as well as have settings to store character-specific auto-load settings.

I actually want to build this into core, but the UI could certainly be mocked up as an addon first.

Something like this is also being worked on by Rubenator.
